replacing turn signal/ hi beam switch

In a '77 911 does the steering wheel have to come off? How do you remove the plastic "shell" on the steering column?

Yes the wheel has to come off. There is a tech article with tips on how to do that. The main point is to NOT push against the steering rack when loosening the bolt. The plastic shell has a couple of small screws on each side, it comes off easily. I replaced my switch a couple of months ago. It wasn't hard. Threading the new wiring into position, and reconnecting to the light switch and other connectors under the dash was the tricky part. You can loosen the light switch by turning it from behind. This will allow you to see where all of the connections need to go. I cut the old wiring about six inches from the switch and swapped each wire one at a time.

There are about a half dozen terminal connections to the light switch. Nothing that has to be soldered. Just pull an old wire and plug in a new one, do this one wire at a time, and it's hard to mess up. After I swapped everything out, I pulled the fuses and tested with a test lamp.
