Shrunken front sway bar bushings?

Is it normal to have the front sway bar bushings so small that the bar has approx. 1/2 in. play? (These are the bushings that are held in place by the steel cover). I'm trying to improve the sway of the car when turning.

There should be little if any "free play" in any of the bushings, including those of the sway bar. At some time in the past they may have been replaced with what ever was handy if one failed and they are the wrong ones. To get the correct ones you will have to measure the OD of the bar and the ID of the holder and the replacements should have slight friction when inserting. Good luck.
