Pedal cluster question

Started the rebuild hit a possible snag. Looks like some where along the cars life the brake pedal return spring was removed. Part number 911-423-531-03. Its listed as no longer available. Is this normal or ok? Do I need to find one?

My mistake. The brake pedal spring is there but the site pictures look like there should be another spring around the shaft. My set has two springs total the clutch and brake. How many are there?

Just the brake and clutch. Throttle return is on the engine.
