first off i have a 1982 911sc targa,
I drove it on Friday and had no problems at all, and i start to drive it today and when starting or in low idles in each gear the car kinda shutters, or bunny hops, i guess you could say. I had my dad ride in it and he thought it felt more like the clutch slipping, but the car just had a complete rebuild done 4500 miles ago. I am fairly certain the clutch is good, the clutch pedal is firm and isn't depressed easily. Could this be a fuel problem and the engine isn't receiving enough fuel to burn, or is this a problem with the clutch.

Could be your engine or tranny mounts. If they are old they could cause a bit of the bucking in low gears.
Also, you have CIS so your fuel mixture could be off. This could cause similar bucking. Where are you located? Huge changes in weather can do funny things to CIS systems. EDIT: Can you accelerate in 5th gear without any slipping? If it pulls hard, the clutch is probably fine.

I am in Cali, and i dont think there was that much of a weather change today, but that might be it. I will go see now if it will accelerate in 5th..... i didnt get up that high earlier. I know it will accelerate in 4th without as much "bucking"
