Mid throttle operation

1985 3.2, fabspeed bypass, O2 still hooked and appears active as it changes the idle, fresh top end with new rings and 964 grind cams. At this point a stock chip. Car has been warmed up and rpm adjusted with test port jumper connected and 02 disconnected. Air leaks have been found and closed. No more vacuum leaks that I can find.

Looking at what is proper operation off idle function. Here is what is happening.
If I blip the throttle with the car at rest the rpm returns to idle quickly.
If I am accelerating lightly and shift below 3000 rpm the rpms hang at the shift point for a couple seconds before returning to idle. Makes for smooth upshifts but sometimes surges just a bit before returning to idle.
If I am accelerating and shift after 3000 rpm the rpm will drop quickly to idle.
If I am down shifting generally the rpm will return quickly to idle.
Now obviously I have to let the car go to idle if I continue with the upshift or downshift the rpms change.
It has been so long since I was able to drive the car I can't remember if it did this before but it seems different somehow.
This is most noticable if when getting ready to shift you have to stop like at a light. Accelerating along, see light, push clutch in, let off accelerator, rpm stays high.
