rough idle and missing part

Hi, I recently bought a 89 Slant Nose Convertable with a rough idle. It has a 3.2 with less then 10000 miles on the engine. It also smokes on start up. By rough I mean the idles up and down. It is also missing the plastice piece behind the distributor. Does this plastic part have something to so with the heat?

Any help would be appreciated.

That black plastic piece is to help with engine cooling by directing the air from the alternator fan down around the cylinders so I think you should have it prior to driving in any hot weather conditions.
