Question Front loose Help

I have a strange popping noise in the front when turning at slow speed or not moving at all. With the car on the ground if I turn the wheel back and forth from right to left I have get a quick pop/clunk noise from the front. Sounds like a loose bolt but so far I have checked all bolts except for the two that mount the steering shaft to the rack as I am trying to find a way to get to these without dropping the entire rack(any suggestions?)

My main question is when I had the car up I checked the play in the wheels and the passenger side wiggles quite a bit no matter how I shake it. I had some one wiggle it while I layed under the car and found that the entire strut assemble seems to wiggle along with it but the tie rods and a-arms do not budge. I have adjusted the wheel bearings and torqued the shock tower bolts. If I grab the shock/strut itself and try to wiggle it, it will not budge. Could this possible be ball joints or completely shot wheel bearings or could it be the shock/strut itself? Any ides appreciated.

This is on an 89 carrera
