Looking for a few ideas before I get in there-

Last month or so when I run the a/c I hear a tweeting/ whistling noise the seems to emanate mostly from the driver vent. Not present unless a/c is running. Can not be heard on high (a/c noise may just be too loud) but noticeable on low and medium. Sound is definitely from up front driver side suspect behind steering wheel or driver a/c vent.

Any suggestions as to something that is common and easy?

I know that there are blowers for the heating system- are there blowers for the a/c as well? I was hoping to get in through the trunk behind the firewall and look around and hope something is just loose or vibrating.

Any ideas before I dive in would be appreciated.

Eric,
Some Pcars have heater blowers in the front footwell areas on both sides to augment airflow. Not sure if this is what you're hearing. Could be a bad motor or something caught in the blower. If you have knob controls between the front seats you have this setup.

I assume you mean the a/c controls on the floor board in its own console in front of the gear shift. Are you talking about blowers accessible from the carpeted area by the pedals or behind the firewall in the hood area? (Basically should I start in the cabin or behind the firewall in the hood area?).

If it only happens when you run the A/C, it is probably the blower motor going bad in the front evaporator (located in the smugler's box).
Do a search here for "evaporator" or "evap" + "blower" or "motor" and you should get some insight on the R&R procedure.
