Cold Idle

Car is 79 SC box stock. 108000 miles. Runs really well when warmed up. However, when cold car hunts for appropriate idle speed. It speeds up then slows down repeatedly, as I said when it warms up runs great. Idles at about 1000RPM when warm. Replaced the WUR with a rebuilt one. Still a problem. Have worked through the various threads not found the answer. Any Ideas?

It's way too rich. Get out your 3mm allen and turn it CCW to lean it out which means, of course, it wasn't your WUR to begin with...sorry.
