Why did they do this?
The holes in the valance for the fog light wires on my SC are both to the right of the mounting holes.
...And if you are wondering ...I am transferring the holes to a non fog valance. Jeff

This allows them to use a single part number for the fog light assembly, for both lights that are mounted to the left and right side of the bumper. Higher volume equals lower cost. Good design practice.

That was my original thought but the light is symmetrical (I think - I am not looking at it) therefore the rear housing can be flipped over. I am thinking more the manufacturing practice. Anyway thanks for the picture, it confirms this is not a mistake from a PO replacing the valance.
