Power seat repair question

I have a set of power seats from a Carrera that I picked up with a lot of other items. All the electrical is in place, but the small panels with the buttons are missing on both. Not sure if wires were cut, or terminals lifted or what... I need to look closer. I was wondering if:

1. the button panels can be replaced?

2. Are the electricals mostly in the framework, meaning, aside from a cutting a whole in the side of my seat for the panel, can the frame and electricals be transferred to my non-power seats. I know not all power seats are the same, but my suburban seats are all done on the frame, except for the heat and lumbar.

Another idea, is if the electricals are all on the frame, I could make a controller that would lay under the seat out of the way, so I would not have to cut my stock seats...
