What is this?

I found this tag under the tar sheet on the driver's side floor. I was vacuuming up some sand, and the loose tar over the tag came up.

Yes, I realize it has something to do with the assembling the car. But what exactly does it denote? Also, what, if anything, should I use to replace the original sound deadening tar?

use 'dyna-mat' to patch in, it's a self-adhesive black sheet of rubberized tar. then use automotive seam seal to seal up the seams.
