i've noticed that with my car under hard acceleration, once it gets to 4000 rpm, it pulls much stronger than in low-mid rpms. is this characteristic of a 3.2, or could i be pulling even more out of this engine with a little fine tuning?

That's what we all face... Disappointing from 1k - 3k then all hell breaks loose at 4k. I pitched a fit when I first bought my car until I realized that they're made that way...

My 81 SC was the same way until I installed SSIs and a Dansk muffler. Wow, what a difference it made. It gives me much more torque from 1000-4000 RPM than I had before. It is much quicker now and I can get off the corners much more easy now.

I understand that is how the cam's are setup. I may be wrong, I have been before. I believe (certainly here in CA) the smog test is done from idle to 2500 rpm. So basically, if you design a cam that will produce low emissions for those RPMS and high horses at high rpms then you get the feeling of torque curve your describing.

The only difference in cams from 3 liter Carrera in '76 to 3.2 liter Carrera in '89 was in the timing of the valve events(duration was identical), early cams were retarded a bit giving better top end, SC's were advanced(6 degrees relative to Carrera 3.0) giving better bottom end torque, 3.2's split the difference and with their larger displacement out torqued every one and had good top end to boot. I never had an SC or 3.2 Carrera but the 3 liter Carrera was distinctly cammy, coming on strong above 4000. Not as much as my previous '72 2.4 S which was very cammy and had to be kept reved at all times for decent response. this is the major difference between early and late engines. At the track the 2.4 S was as fast as the 3 liter Carrera because revs were always up. On the street there is no comparison, the torque will alwyas win.
