Unhappy tired 2.4

I just got my 72t 2.4 back from the mechanic after he rebuilt the carbs, adjusted the valves, pulled the back off of and checked the timing chains and reset the timing. It still is tired and don't start good and the plugs foul. Compression is all barely about 100
I was thinking about a complete jug replacement top and bottom? What are your thoughts and what is the down side? I really want to save this car
