Red face Electrical problems 964?

1994 C4 964
Once or twice a week, many lamps on the dash will flash and go dim ( radio will turn off for a brief moment ) and the engine will start to die or die. It will start back up without any problem. One another thing, my radar detector will display 'low voltage'.
I checked the battery ( battery about 3 months old ) and it's putting out 12.6 volts ( engine off ). With the engine running it's 13.5 volts.
Question: Do you think the Alternator or the Voltage Regulator is going out or more likely poor Ground connection somewhere?

Or your dealer.

Apparently there was some sort of recall regarding the clock connector board failing/poor connection, causing this condition.

Of course, I with an 85, didn't read this completely.
