Voltage spikes - alternator, battery or voltage regulator?

I was having some problems with the stereo in my '88 911 and I've traced it to an over-voltage problem. When the engine is running, the voltage occasionally spikes to 18 volts. It stays there for a few seconds and then drops back down to 14. This only happens when the engine running.

Does this sound like an alternator, voltage regulator or battery problem? Any thoughts on how to isolate it?

the regulator, but, the brushes of the regulator wear out the alternator's commutator ring, so just replacing the reg is a short term repair, as the rough commutator ring will tear up the new brushes, so a fresh alt/reg unit is the long term cure. the comm is too thin to machine smooth, unlike early alts with a 1/8" thick comm.
