Fuch Flaking...clear coat, anodize, or both?

These are on my 82. Not sure if they are original with the car, but I am inclined to believe so.

I want to refinish the outer dish part on my wheels. It will help me plan if a wheel expert here could tell by the photo if the flaking is just clear coat, or is it as far down as the anodize?

I have included a gratuitious pic of said 911.

In the pic of the car, it appears that they are chrome plated. Not good.

Chrome will not adhere to Fuchs wheels for any length of time. Are they chrome?

IF they are chrome plated then it is the crappiest chrome I have seen. The wheel shown in the car pict looks super shiny because of the flash I used. I will take another pict and post it because I truly have no idea if these are anodized, polished or chromed.

OK...here is a photo of the whole wheel which is the worst of the bunch. I am now believing that these are chromed, but isnt that good news if I wish to strip them and paint them black with the dish part polished?

Chrome process weakens the fuchs, most Fuchs that have been chromed are frowned upon and most dont want them

My $.02:
That first pic looks to me like the wheel was polished and then clear coated. It looks like the finish has yellowed and started flaking off, exposing the bare aluminum beneath which has started to oxidize (the white, chalky looking stuff).
Anodizing won't chip or flake - it will gradually wear and get eaten by brake dust, leaving dull spots with less distinct edges.
If they were polished then clear coated, I think you have it easy. You can strip the finish off with a suitable stripper, refinish the lips as you'd like, then mask and repaint the centers.
Chrome and anodizing are harder to remove, and they would leave you with more polishing work afterwards.

I agree with it being a weak clear coat, possibly urethane rattle can.

If it were chrome you would see damage to the underlying surface where the chrome "was" adherred to the wheel and the chrome had failed.

As suggested by gtc, try some stripper and you should be good to go.
