Control Plunger movement

So, I realized that my control plunger in my fuel distributor is getting stuck. I'm trying to clean everything out, but I can't figure out just how freely the plunger is supposed to slide. If I press it into the distributor, it will stay put. If I shake it (making sure it won't fall out), it will eventually slide out, but I still think it's too slow. Is the plunger supposed to actually fall out or not? Thanks in advance.

alan. the plunger is a perfect machined fit. zero resistance (in a perfect world)
