Fuse # 17

I have a battery drain localized to fuse # 17. IN a 1983 Targa. The fuse has a red wire and a red/blk wire at both fuse terminals. If I pull the solid red wires or remove the fuse.. the car won't start. I have checked the wiring diagrams and they show that the wires go to the hazard lites and windshield defog. Please explain...

Somebody might have moved the fuel pump wire from #16 to #17...?

Fuse # 16 ( Fuel pump) looks ok.

I meant - does the fuel pump wire go to terminal #17 by mistake, which would explain a crank but no-start with the #17 fuse removed...

The wires to the fuel pump seem to be correct. That is what has me confused.
