The battery was tight with the strap, I do not think it was able to move much. I am guessing that the hood cable tube was moving, rubbing untill it finaly wore through the half-a$$ed cover. I have to admit I did not check on it lately.

Brake cleaner works great but removes the paint. I found this oil eater with a bucket of water and a rag worked really well without damaging more paint.

Just in case you are ever in this situation.
