Alternator help

I have a slight voltage spike situation in my fuel injection. It is a transient surge that goes to about 17 vDC and last for a few milliseconds. The result is a "miss" in the engine due to the injectors sensing a change in the pulse width voltage. That's the background.

I have a new voltage regulator for the car. I removed the alternator shroud and discovered an unattached wire.

Can someone direct me to the correct location to make this connection? Also, what is the function of this connection? The car has been converted from an external voltage regulator to the updated internal version. Is this an extra wire from that update?

thanks,
Jim S.
