Use "Bartenders Friend" (looks like Comet bathroom cleaner can) that you can pick up at the local grocery or department store. It is a very mild abrasive glass polish for dishes.
Wearing gloves, use an old sock or something and pour a small amount on the end of the sock, mix this with water. It should be a light paste consistency. Then rub the windshield using small circling mitions.
Do this in 6" X 6" ares until your finished. Use plenty of water to lubricate the areas.
I had the same problem and mine looks like new now. Did the same it all windows and outside mirrors. WOW, what difference. It's such a mild abrasive that it's just enough to clean this and water marks up well.
