79 SC vent hoses and restrictors

Dear all,
My 79 SC has two vent hoses entering the back of the rubber air box between the throttle body and plenium chamber.
One hose has a restictor built into the alloy elbow and the other one- from the dry sump has just an elbow with no restictor.
Is this correct?
Should they both have restictors or should the restrictors be fitted the other way around (ie restrictor in the dry sump tank hose) perhaps?
I am trying to find a reason for a recent increase in oil consumption and engine smoking and both these vent hoses and their alloy elbows were disturbed recently follwing the replacement of the rubber air box.
