It's a 12 point. If it's loose enough (which they seldom are), an Allen will work. IIRC, you need an 8mm 12 point. Our host sells a set of 3 common sizes for not too much. A good thought if you're ordering some other parts.

you can get a good set from Hardware Sales in Bellingham, Washington for around 20 bucks. if they are tight, you will strip it if you use an allen wrench, and there NOT a torx! Get the right tool as there are several other bolts that use a 12 point (like the hollow bolt that holds the flag mirror to the base).
