'69 Front A-Arm mount looks odd...

I am perusing for an early car and was looking at this one:

The A-Arm mounting looks very different from other cars I have seen and I was wondering if this is standard on a '69 or has it been obviously repaired/replaced?

As you ponder above question also comment on value as I may try and buy this car... maybe

most definitely a non factory repair for prior rust- poorly done as the welds are incomplete and not sealed either

Well i had #6 adjusted perfectly but then just before i tightened it a butterfly in Zimbabwe farted and now i have to start all over again!
I believe we all make mistakes but I will not validate your poor choices and/or perversions and subsidize the results your actions.

however, replacing the front pan is something you are very likely to do in any early car.

but that crap doesn't speak well of the things you can't see.
