78 SC valve cover?

Does the amount of oil and general crap in the one "valley" (don't know what else to call it) point to a problem?

Also since when did Ace hardware start calling their tape "Duck Tape"?

Do a search for "rocker shaft seal", that could be contributing to the mess in there.

Yes, probably a loose rocker shaft. Good idea to check.
