The rotor has weights so it can advance to somwhat match the ignition advance as determined by the DME.

I am making myself a little confused.

The picture above says to "align the two marks". However in the picture they are not alined perfictly.

Then latter is says that "they may not line up perfictly".

I suspect one tooth off is a bunch so there will only be one righ postition.

Am I on track?

The picture is a little missleading I am now thinking in that it is not telling us to ofset the rotor or align the edge of the rotor with the dist index line.

Your on track. If you have any questions after you install the disrtibutor open a new thread and post a few pics. I have found many helpful hints on this forum.
