69-73 Fender Part Number Question

I'm researching new dealer fenders for my 71. There are two numbers shown for the left fender and we're not sure of the difference. 901-503-031-15-GRV and -031-23-. Anybody know the difference between the two? They are the same price. Pelican also shows the two part numbers but does not indicate the difference.
BTW, it's not a difference of fuel door vs. not, that is a 031-25.

Radio antenna hole? Yes - no?

Didn't think of that one. I'll get the dealer to explore that. Did euro cars not have an antenna on the fender?

Manual antennas were mounted on the drivers side. Auto antennas were mounted on the passenger side. Hence if you had radio delete or auto antenna, drivers side has no hole.

Could be it.
