Ride height (what am I missing ?)

I have a 72E and try to figure out the correct height. I measured the center to ground of the rear torsion bar (29.25cm) and center wheel (30.0cm). According to Wayne's book the difference between the torsion bar and center wheel should be positive. In my case the wheel center is higher then the torsion bar height. Still visually the height is just fine. What am I missing here?

Pic is so dark I can't tell.

The car looks like it's too high.

Are those 15" wheels? Maybe even 14"

Thanks, these are 15inch wheels.
The fender height (highest point) to ground is 65cm.
What puzzles me if I lower the car the torsion bar will be even lower then the center of the wheel....
