rear fuse box

Hi,

The rear fuse box (the one on the left, in front of the relays) has two fuses on it in my 84 targa. The top one is missing. My questions are:

1) What are these fuses used for? (I searched the forums and read that these are for the heater/blower but couldn't find what they do one by one)
2) What should be the resistances (I found 15, 25 25 amps from bottom to top)
3) What happens or what does not work if the top one is missing?

Here is a pic from the manual. The numbers are not resistance, they are the rating in amps of maximum current the fuse allows before it melts.
