Mystery bracket on rear shelf

My 1982 SC has the pictured brackets on each side. It looks a lot like the rear tether attachment point you see on modern cars for a child seat, but my car doesn't even have rear seat belts and it seems too flimsy for that purpose (it doesn't seem solidly mounted). Any guesses?

Attach a strap to keep the rear seat back up and/or luggage in place.

I believe our host sells the leather straps, and you should have a similar bracket below each rear seat where the strap also attaches.

Your comment, "it doesn't seem solidly mounted", may indicate these brackets are not in the proper location or mounted incorrectly. Yes, they are factory pieces as mentioned, and used for strapping down luggage. However, they are both screwed solidly into a bracket (using machine screws),that is welded to the sheet metal of the rear parcel shelf. If they seem to be not solidly mounted, either the screws are loose, the brackets are mounted in an improper location and have "missed" the mounting bolts, or the welded brackets are broken (doubtful). Might be worth a closed inspection to put your mind at ease.
