There is a thin, teflon-like sheet wrapped around the end of each throttle shaft to reduce rotational friction. Not sure if the carb. cleaner (pretty aggressive) will have any negative affect on them. If so, the shafts will either be harder to rotate (material is distorted) or easier to rotate (material dissolved). Refer to an exploded view of components.

Be grateful to the teflon "bearings" as they preserve the throttle shafts from wear so they may be routinely salvaged during a remanufacturing process. The early Webers did not use this teflon bearing so they wore the bearings concurrently with the shafts.
