yes but they will be happy carbs after their bath. they will serve you well when cleaned properly

There is a thin, teflon-like sheet wrapped around the end of each throttle shaft to reduce rotational friction. Not sure if the carb. cleaner (pretty aggressive) will have any negative affect on them. If so, the shafts will either be harder to rotate (material is distorted) or easier to rotate (material dissolved). Refer to an exploded view of components.

I would have removed the shafts.

Be grateful to the teflon "bearings" as they preserve the throttle shafts from wear so they may be routinely salvaged during a remanufacturing process. The early Webers did not use this teflon bearing so they wore the bearings concurrently with the shafts. These carbs work very well when in good condition but after 30-40 years of various usage and maintenance have become a source of undue drive-ability issues.
