I'm pretty sure its' the internal thermostat. The auxilary is working fine and have ruled out most other things. I'm in the process of dropping the engine but wasn't sure whether to order the thermostat ahead of time or try to modify it as I was thinking. Since I've waited this long, I will go ahead and pull it and do the boil test before ordering, just to be sure.

Stupid question, but does the internal oil temp thermostat have to work before the oil is fed to the external oil cooler Or do they operate independently of each other.

Independently, one pump feeds engine (when hot, through engine mounted cooler), the other pump feeds the fender or front mounted cooler via thermostat in front of rear wheel... see link a few posts earlier
