Serious back-firing problem

So I just got a 1969 911S. With MFI.
Engine totally rebuilt to "factory specs."
Runs and starts OK but I live in a very hilly area and going down hill it backfires constantly.
When I picked it up from the PO, he handed me a part and said, "This is the switch that cuts off fuel when you lift on the throttle. My mechanic said you don't need it."
Does this switch need to be reinstalled? Or could it be something else?

If the backfiring bugs you, reinstall it. I like mine. It shuts off fuel when the throttle is closed and revs are >1500rpm like coasting downhill so the mixture does not go way rich and backfire. It also gives you more engine braking and better mileage, it seems to me.

Hopefully your RPM transducer is in working condition and all you need to do is put the microswitch back on.
