Question Front sway bar

Help! I removed the front belly pan to change out my pedal cluster bushings. With that done I cannot line up the sway bar to reattach the belly pan and insert the bolts. I have the front raised and secured (Jasper) to unload the suspension but I can't seem to line the holes up. Would turning the steering wheel help or lowering the front end to the ground? I tried to force one of the bolts in at an angle and I think I started to strip it so I backed that off. Any suggestions? Should it be this difficult? Thanks.
