differential carrier bearing pre-load

still rebuilding my 915 tranny and am using peter z's wiki.
i have NOT replaced my differential carrier bearings yet.
when i measure preload as per wiki info...i get nothing, nada, 0.
the trans axle flange spins freely.
so i plan on replacing the carrier bearings, but here's the question...
am i likely to need new flange shims too?
or will replacing the carrier bearings tighten it up enough?

anyone?

i also notice that there are no shims installed on either side.
is this usual?
there is evidence of a prior tranny rebuild.
the car was not running on purchase, so i cannot comment about
differential status, ie noises or whine.
