Floats are stuck? Gaskets leaking? Where exactly is the gas coming from?

did you set the float hight? And, what is the inlet fuel pressure.

This is what I've done so far.
A rebuild kit for both sides.
Put on a fuel reg.@ 3.5 it seams to starve the carbs of gas.
I disconnected the out end to see and it just drip... drip...drip. no way thats enough fuel to run the motor 2.2 stock, Maybe its just a bad reg?
I tried the shims for the fuel float gage from PP.
The drivers side 2 lg shims seams to fix the problem on that carburetor.
The passenger side I tried "0" to "3" shims no luck, it comes out of the vent "no pressure regulator"
I tried inserting a small wire down the vent tube and the float moves up and down so I don't think the float is stuck?
During the carb rebuild the brass guides Ware the emulsion tube go in and the air correction jets screw into were taken out. I know now these were not supposed to come out and i put them back in. I used a small piece of wood and tapped them back in and were tight,so I hope this is not the problem.

There might be a small ball check valve under that seat, check the exploded diagram for the carb. The problem with the float is not if its sticking it's that it doesn't shut-off. you must check float level with the Weber/Zenith sight gage, our host sells them, this is critical. As to the volume of fuel out the regulator, put the output hose in a clear container and run the pump. volume might look like a dribble but there should be quite a bit of gas that comes out. Caution around gasoline when doing this, a helper is handy as is a fire extinguisher.

Ding, clue, fuel should not run out of the top, the float valve should have closed. Pull the top off and check to see if the floats work, like do they float in a cup of fuel, also check the float valve with the top off and holding it right side up, push up on the floats and check that the needle valve seats in the valve and moves freely.

You may have too many washers under the float valve. First remove them and only install one thin one. Then start checking. The zeniths are very sensitive to washer thickness. Too thick and the floats wont shut off the flow and gas comes out the top.
