Yes it is who you think it is. I unfortunately received the same e-mail, and believe it is good to post this as a "heads up" to others, at the very least. Might want to remove the contact details though.

Long story short: I'm still trying to receive a simple refund for the return of an incompatible (rebuilt) part that I sent back to the former company last summer. Apparently this would require a tremendous effort on their part.
