Boys,
The Turbo is running better. The major contributor to the high idle was lack of power to the WUR and AAR. Unfoirtunately I did so much adjusting of the idle and CIS thsat now I need to set the CIS correctly. The idle screw is all the way in(CW). I dont have an exhaust analyzer although I know this would be the ideal way to set the CIS. Does a rich or lean mixture cause racing or elevated idle. Any thought would be great. Thank you.

I don't think a rich or lean mixture will cause a high idle. I just had to adj the mixture on my turbo because I had a intake back fire when I punched it. I ended up leaning in out a hair. Just the opposite of what I thought I would have to do. When the mixture is a little rich or lean at idle I find that the motor stumbles a little. It sound like your car is getting too much air at idle. Is the thottle plate fully seated at idle? Is the aux air valve closed when warm? Is the decel valve good? Do you have an air leak?

too rich or too lean generally causes the idle to drop off or get rougher. a ballpark CIS adjustment would be to turn the allen wrench counterclockwise (leaner) just a tiny increment at a time until the idle speed drops off, then go clockwise just to the point where you get a smooth, decent idle. much like adjusting a carb. this should be done with the engine at normal operating temperature. the somewhat higher idle that you have may be due to the vacuum retard not working, either because it's dead, or no vacuum. another thought is sometimes the PO didn't know how to adjust the idle speed and did it at the throttle stop screw, which normally shouldn't be messed with.
