Turn the lights on speedo jumps to 50mph

As I continue to track my electrical gremlins I am looking for any help from someone who has solved this problem.
When I turn the lights on while idling the speedo jumps to between 30 and50 mph. If I just turn the running lights on it still happens. If I adjust the interior dimmer from the light switch stalk the speedo changes. Uf I am driving the car the speedo jumps all over the place. The grounds have all been cleaned
Any idea's?

What year car are you talking about?

Sorry I should have provided more info.
The car is a 82 SC.
I left the car under my car cover during the incredible rains we had here in LA last year. When I took the cover off the car had 2 inches of water in it for a week or so. I drained it and it started right up. Over the next few months things must have started corroding.
I had a starter problem. I must have a intermittent to ground short somewhere as after replacing everything and running a direct push button starter switch it will still sometimes not start.Sometimes it starts right up with the key, some times it starts right up with the button and sometimes I push the button and somewhere the current is going to ground as the solenoid will not engage.
I have taken the fuse panel out and cleaned everything. I have put a new ground strap on and cleaned every contact I can get at.
The light problem started before the "flood" so I guess the corrosion or what ever the initial problem was just got worse.
I am also having issues with warming the car up, it will buck, backfire and quit.
ONce the car is warmed up and running everything is great

Wiring harness is on the floor, probably could use a good cleaning.
