H4 smaller lightbulb
What is the small light in the bottom of the H4 light for? Does it make any sense to power it?

That's the puppy that stays on when you use your parking lights, meaning light switch nob half out. Or switching the ignition off while having the indicator on.

From what I remmember, from a year ago when I pulled the SC to bits for painting, was that it was a wire that connected with the rest of the wires for each (main bulb) headlight. I think it was just a short wire that came off the bunch of wires near the bulb connector. If you are doing new wiring remmember it isn't ilumminated while the main bulb is going.
