2.2 with Zeniths, high idle(2000) for 30-40sec before it settles?

A friend has a 1970 2.2 with zenith carbs, all standard. When driven and warm the idle wont settle down to 900 rpm like it should. It settles down to 900rpm after 30-40seconds at +/- 2000 rpm. Have tried with "start gas spray" for false air suction, but no change in RPM. Timing seems ok. Any obvious culprits? Maybe in the carbs themselves? The owner is afraid that it get to much air/to lean when this happens.

There is a auxilliary circut that prevents a fast deceleration for emmisions reasons. I don't know how long it is active. 30 seconds sounds too long. The solenoid on the right carb may be sticking open.
