+1, Wiper Switch aka Horn Switch. You can re-tension the switch to make a better contact with the copper ring on the steering wheel but in doing that you may create a scratchy noise.
Emory cloth the edge of the ring and it will lesson the chance of creating the noise. Place some di-electric grease after adjustment/polishing. ![]()

the ground path is down the steering shaft and through the u-joints filled with greasy needle bearings. clearances increase and the ground gets intermittent. hold down the horn button so the horn honks, turn the wheel, it stops for a moment and starts again.

I had this problem and it turned out to be dirty connections on the horn relay. I cleaned the connections on the plug and relay and it fixed the problem.

Momo ring hard ware should be the same for proper fitment. wiring may differ but not much.

If its a Momo wheel, disassembly is simple and straight forward. Pull center cap and test the contacts per DRACO's posts. While you are in there you can also test for John Walker's suggestion as well.

+1 to everything said here, sounds like the grounds are intermittent, or there is an intermittent connection. I would check the connections at the horn as well things come lose. Use either high grit sand paper or NOXON the metal cleaner to shine every thing down to shinny copper. This has solved most my electrical problems in the past.
