weld close gaps in heat exchangers?

These are heat exchangers from a 2.4. There are gaps around the exhaust tubes. Should I weld these tight or leave them as is?

Leave them, that is just a sheet metal shroud over the pipes.

Right - they pretty much come that way. If concerned, seal with high temperature silicone. The worst it can do is fall off at some point.
