79 SC - What is this part and can I get rid of it?

I'm working on my father's 79SC. It is quite different than my 82SC and I'm finding some unfamiliar parts - emissions equipment I suspect.

The yellow arrows point to the part in question. It has a long bar extending from the bottom that runs through the engine tin and kinda just hangs out by the headers under the car (headers are being swapped for SSIs). The end of the long bar appears to have been capped - metal welded on to the end of it.

The part also has three hoses - 1 of them is tied into the advance hose coming from the dizzy.

The other smog equipment on the car is disconnected.

Any help would be greatly appreciated.

Garage
That is the EGR (exhaust gas recirculation) device. If you're not concerned with emissions it can be dumped along with the air pump and injection piping. These only came on California cars, FYI.

So what is the best way to plug the large line to the air box? Not sure how to handle this particular line.
