Question Lower SC valance

Just wondering if a factory 80SC front valance and chin will bolt right onto a 83SC body.

That's weird. The parts book lists one part number for the front valance for all cars 1974 through 1989, but the SC valance is quite different than the Carrera's.

You shouldn't have any problems, but I was hoping to verify that with the parts book.

Yes, you also need to change the washer bottle if the recessed fogs are used.
