Arrow Rear shock rattle

OK, I bought a pair of KYB rear shocks for my 75 911s targa, after the install I hear a rattle like they are not tight in the top, the bottom is tight.
I have checked everything looks tight. Is there something I may have missed?
I am wondering if their is something that I missed or was not supplied? I used everything supplied but they just don't seam to tighten down snug, and I added extra washers with no help?
O'yea after I threw away the Bilstein shocks my local PCA member said just send them in to be rebuild, naturally.
Please Help.

Did you use a tool to hold the upper shock shaft whilst tightening the nut? If not, then you probably don't have the top mount tight enough.

It's been awhile but I think I used a 1/4 open end wrench on my Bilsteins to hold the shaft portion.

Yes I did, It's like the rubber bushings are not squeezing tight?

You mentioned that you added extra washers ... Are you running out of threads? Just experienced this problem on the front of my car.
