voltage meter readings
I purchased a voltage meter for the cigarette lighter to see what the readings would be while driving:
idle and no electrical consumers: 13.7-14.0 idle with headlights/fog lights/heater blower: 13.2-13.4 2000 rpm and no electrical consumers: 13.8-14.2 2000 rpm with headlights/fog lights/heater blower: 13.1-13.4 Do these readings seem appropriate to a healthy alternator and voltage regulator?

In my experience, yes. Your 14+ volts measurement may be on the high end, but acceptable IMO.
When my VR went, I was getting about the same measurements, but half way down the block it jumped to 16v, so do a bit of a drive around if you suspect something may be amiss.

Charging spec. is 13.6 to 14.2 so you're right on.

looks good. I'd advise getting a voltage reading AT the battery terminals just to compare to the cig lighter point..correlate the two. In fact, I'd make use of the SAME meter via clip leads when testing AT the battery terminals.
