Suggestions for blocking off or changing tailpipe exit holes?

I have to take off my straight pipes (two-out) and put on some mufflers. The problem is that the tailpipes on the muffler setup I got do not match up with the exit cut outs on the rear valence.

I can recall seeing this problem before with other Pelicans, but I'm not sure there was a clean solution. I found nothing in the Pelican parts catalog.

Is there a blocking panel that can be attached across the lower rear that eliminates "wrong" cutouts?

It's called a piece of sheet metal, and you weld it in place where the hole is that you want to get filled. There's no "kit" or off-the-shelf part to buy. Just take it or send it to someone that is able to modify one of these mufflers. If you want to do a search, there are quite a few threads here about modifying stock mufflers. They will help you understand what's involved, as there were several designs for the muffler baffling over the years.

Or, you could just buy another valance...

You can also fill the holes with fiberglass, bondo, sand and repaint.

I think I'll simply pop rivet an aluminum piece across the area, make my new cutouts, and paint it - not in that order.

If you're going to modify the valance, instead of the muffler, just get some sheet metal welded into the holes and then refinish the valance. I mean, if you're going to repaint it anyway, it's not that much time or money, to make it a permanent solution, instead of riveting a piece of aluminum there.

There is an easy-ish way as I found out. All new panels come with the left hand side cut out so that's not a solution. I bought a used valance and after a bit of checking cut off the right hand end and welded it onto the left hand side of the valance from my car. The curvature is the same both Sides. It's pretty much perfect after finishing and painting, looks like a factory fit.
