Lets play name that missing part
 
While replacing the Alt on my 81 Targa; I discovered a connector with a missing mate, which was located in the right hand side of the engine compartment.

Can someone recognize what am I looking at?

And where may I find the other end of whatever is suppose to connect here.

Goes to the back of the thermal valve on my '78. Item #24 on the Parts ID page here:

I don't know if you have one on your year. Follow the vacuum line from the bottom of your WUR. if you have one, that is where it goes.

Delays vacuum being applied to the wur diaphram during a cold start for a short time.

If the '81 has it's stock CIS, it won't go to the thermal valve. The thermal valve wasn't used on the '81, as the WUR wasn't vacuum operated. As far as I know, '79 was the last year for the thermal valve.

those were black taped to the engine loom down by the warmup regulator.

In short, just a loose wire that I need not worry about... Correct?

Based on the year and Jim William's and John Walker's input....forget about it!
Might want to tape it up and tuck it out of the way though.

Correct. The wire harness was carried forward from earlier years and that was a part/connector not deleted.
